Houston's 7.87% Water Rate Increase Now in Effect
What This Means for Houston Homeowners
Residents across Houston are seeing another increase in their monthly water bills this month, just as our area enters peak irrigation season. According to reporting from the Houston Chronicle, the City of Houston implemented a 7.87% increase in water and sewer rates as of April 2026, continuing a multi-year upward trend. “The April 1 increase includes a 1.37% hike based on inflation and a 6.5% increase tied to a five-year rate plan adopted by City Council in 2021. The city is also studying future rate changes, having approved an $800,000 contract with Raftelis Financial to conduct a new rate study in May 2025,” said Chron.com.
The increase in water bills reflects long term infrastructure demands across the city. Investment in aging water and sewer systems. A $2 billion federal mandate requiring significant upgrades to prevent environmental violations as well as rising operational and maintenance costs.
In Houston’s climate, irrigation is essential to maintaining the health and longevity of any landscape. As temperatures rise with summer months approach, water demand increases accordingly. The U.S. Environmental Protection Agency notes that outdoor water use accounts for more than 30 percent of total household water consumption on average and can reach as much as 60 percent in warmer climates.

For many homeowners, this means the cost of maintaining a healthy landscape, particularly through the summer, has become significantly more expensive. Additionally, the Houston Chronicle states, “the monthly bill for a typical single-family home using 4,000 gallons of water has risen from $75 in 2021 to $125 this year, city data shows, an increase of about 66%.” Surprisingly, this sewer fee often makes up around 50% of your total water bill.
A Smarter Approach to Irrigation Demand
As water costs rise, many Houston homeowners are reevaluating how their irrigation systems are billed. An irrigation meter, also referred to as a dedicated meter, allows outdoor water usage to be measured separately from indoor water use.
Without an irrigation meter:
- All water usage is assumed to enter the sewer system
- Homeowners are charged both water and wastewater fees
With an irrigation meter:
- Outdoor water used for irrigation is not charged wastewater fees
- Homeowners pay only for the water that is actually used
This difference can result in meaningful cost savings, particularly during periods of frequent irrigation like a Texas summer drought.
